Make the "Add Attachment" link on Forms resizable

The 'Add Attachment' link/button on a form is in fairly small text, and new users frequently do not see it.

If that link/button could be resizable (in Responsive forms, specifically) that would reduce our support efforts for folks that do not see it.

One option is to have it initially show the Attach File appearance that is shown after the link is clicked.
