Custom Buttons on Display Form

Please replace the functionality lost by SharePoint Designer custom actions to add a button on the toolbar or form. We used this heavily, and now in SharePoint 2019/SE the functionality is not available. Users could start a workflow from the button. They are complaining that the functionality is no longer available.
